世界銀行グループは、途上国に資金と知識を提供する世界最大規模の援助機関の一つです。 貧困のない世界を目指して、途上国の経済・社会の発展、生活水準の向上、持続的成長を支援するための国際機関として1944年に設立されました。 現在、170カ国以上の国籍の職員たちが約140カ国で途上国開発のためのインフラ、保健、教育、気候変動、ジェンダーなど、国際協力の幅広い分野を支援しています。 【職務内容】 世界銀行が掲げるミッション300イニシアティブ達成のため、エネルギーとデジタルの相乗効果にプロジェクト・レベルで貢献。パイロット国の知見を整理・共有し、実務ツールの開発とM300に関する研修・調整活動を支援。世界銀行とIFC間の調整とパートナーシップ担当。 【部署名】 東部・南部アフリカ地域総局／DAEDユニット 【勤務地】 ナイロビ（ケニア） ※・アフリカ域内への出張あり。 ***************************************************************************** 【Title】Digital Specialist, Digital–Energy Synergies 【Division/VPU】 Digital AFE (DAEDU)/ Regional Vice Presidency, Eastern & Southern Africa (AFEVP) 【BACKGROUND】 The Digital and AI Vertical Vice Presidency was established on July 1, 2024, and guides WBG efforts to establish the foundations of a digital economy, build and enhance digital and data infrastructure, ensure cybersecurity and data privacy for institutions, businesses, and citizens, and advance digital government services. The position will support the WBG’s work in Sub-Saharan Africa. Mission 300 Initiative Mission 300 (M300) is a flagship initiative of the World Bank Group, launched in 2023 to accelerate access to clean energy for 300 million people in Africa through both grid expansion and distributed renewable energy (DRE) solutions, including mini-grids and stand-alone solar systems. As part of M300, digitalization and innovation are central enablers—powering planning tools, service delivery, financial inclusion, and operational efficiency. To support this ambition, the World Bank Group is establishing an M300 Hub in Nairobi. The Hub will serve as a regional platform for knowledge, innovation, and implementation support for M300, including energy–digital synergies. 【DUTIES AND RESPONSIBILITIES】 The selected candidate will work across country programs, the M300 Hub, and cross-unit collaborations. Responsibilities include: Project level support: • Contribute to the design and implementation of integrated energy–digital interventions in selected countries, including geospatial tasks if the candidate has this profile. • Support country teams in project preparation, supervision missions, analytical tasks, and operational decision-making. Knowledge, learning and tools. • Extract lessons learned and document case studies from pilot countries. • Contribute to development of practical tools, such as procurement guidance, Terms of Reference templates, geospatial planning methodologies, and digital-energy co-deployment frameworks. • Support knowledge, coordination and training activities delivered through the M300 Hub. Coordination and partnership management. • Provide coordination support to the Digital–Energy Collaboration including across World Bank and IFC teams. • Help manage communications, meetings, work planning, and reporting for the partnership. 【SELECTION CRITERIA】 • Educational degree: Post Graduate degree in a field relevant to either digital development or energy access (e.g., digital technologies, ICT (Information and Communication Technologies) DFSP | 3 policy, engineering, economics, renewable energy, public policy, or related discipline). Or a geospatial specialist with experience working with infrastructure data. • Relevant experience: Mid-Career Professional. GF level, at least 5 years of relevant professional experience. Experience may include work in digital development, telecom regulation or infrastructure, digital inclusion, ICT policy; energy access, utilities, mini-grids, off-grid solar, energy planning; technology-enabled service delivery; or project implementation or advisory roles in developing countries with a focus on digital or energy. • Hands-on, action-oriented working style with strong problem-solving abilities. • Proven ability to work effectively in multicultural teams. • Excellent communication skills, including report writing and oral presentations. • Fluency in English required; proficiency in French or Portuguese desirable. • Willingness to travel in the Africa region. 【必須（MUST）】 ・デジタル技術、ICT政策、工学、経済、再生可能エネルギー、公共政策等、デジタル開発またはエネルギー・アクセスの関連分野における修士号以上。・またはインフラ・データの実務経験のある地理空間専門家。 ・デジタル開発、テレコム規制、インフラ、デジタル包摂、ICT政策、エネルギー・アクセス、公共事業、ミニグリッド、オフグリッド・ソーラー等における途上国でのデジタルやエネルギー関連プロジェクトの実施や助言の5年以上の経験。 ・英語力必須。フランス語かポルトガル語ができれば尚可。 ・途上国での実務経験があれば有利。 |
