世界銀行グループは、途上国に資金と知識を提供する世界最大規模の援助機関の一つです。 貧困のない世界を目指して、途上国の経済・社会の発展、生活水準の向上、持続的成長を支援するための国際機関として1944年に設立されました。 現在、170カ国以上の国籍の職員たちが約140カ国で途上国開発のためのインフラ、保健、教育、気候変動、ジェンダーなど、国際協力の幅広い分野を支援しています。 【職務内容】 「未来の灌漑オペレーター（IOF）」の導入を通じた先進的灌漑事業者支援、管理枠組みの策定や能力育成プログラム支援、政策や規制枠組みに関する助言の提供。政府機関との政策対話。灌漑サービス提供者が参加しやすい環境づくり（公共政策など）。 【募集の背景】 世界銀行の水グローバル・プラクティスは、水分野における資金調達、知識、事業実施のプラットフォームであり、「すべての人々に水安全保障のある世界」の実現を追求しています。SDGsおよび世界銀行の目標に沿って水資源の維持、サービス提供、レジリエンス構築を行い、地域対応事業とグローバル・ソリューション・グループ（GSG）を通じたグローバルな知見を融合させています。 水関連プロジェクト及び多分野プロジェクトを合わせた平均約400億米ドルの水関連ポートフォリオを擁する当部門は、融資と技術支援・分析を組み合わせることで、影響力と思想的リーダーシップの拡大を図っています。 【部署名】 水グローバルプラクティス（GP）/ 食料のための水グローバル・ソリューション・グループ 【勤務地】 ワシントンDC本部 ***************************************************************************** 【Title】Senior Water Specialist 【Division/VPU】 Planet – Global Solutions Water (WKTWS/SWAGL)/ WBG Vice Presidency, Planet (WKTVP/GGSVP) 【BACKGROUND】 The World Bank’s Water Global Practice is the Bank’s platform for finance, knowledge, and delivery on water, pursuing “A Water-Secure World for All.” It sustains water resources, delivers services, and builds resilience in alignment with SDGs and Bank goals, combining region-facing operations with global knowledge via Global Solutions Groups (GSGs). With a water-related portfolio around US$40 billion in average across water and multi-sector projects, the unit is positioned to scale impact and thought leadership by combining lending with technical assistance and analytics. 【DUTIES AND RESPONSIBILITIES】 DUTIES AND RESPONSIBILITIES • Support the rollout of the “Irrigation Operator of the Future” (IOF), establishing modern, entrepreneurial, digitally enabled irrigation service providers and performance incentives. • Develop and apply management performance frameworks (diagnostics, scorecards, baselines/targets) and benchmarking for improved performance. • Support capacity-building programs for operators, managers, and service providers on technical operations, business management, transparency, customer service, and adoption of digital tools. • Advise on irrigation policies, regulatory frameworks, and institutional arrangements to enable sustainable, inclusive, and market-driven irrigation and performance monitoring for irrigation service providers. • Provide technical advisory and produce knowledge products (technical notes, guidelines, toolkits, case studies); convene learning events and communities of practice for operators, managers, and policymakers and piloting and scaling innovative models (e.g., Irrigation-as-a-Service, PPPs). • Facilitate multi-stakeholder engagement and strengthen institutional capacity for governance, oversight, and coordination across government, private sector, and farmer organizations. • Facilitate structured policy dialogue with government agencies, regulators, and stakeholders to promote enabling environments for private and public participation in irrigation, including tariff, licensing, and service quality standards. • Promote integration of technical, management, and service functions to ensure seamless and efficient delivery of irrigation solutions to smallholder farmers; strengthen last-mile delivery ecosystems and performance incentives. 【SELECTION CRITERIA】 • Advanced degree (PhD or Master's) in a field relevant to disaster risk management, urban planning, economics, engineering, architecture, and/ or public policy. • At least 3 years of relevant professional experience, preferably in investment and/ or development policy financing in urban development and/ or resilient infrastructure. • Demonstrated skills supporting and/ or co-leading development operations, sector policy dialogue and analytical work. • Strong relationship management skills with internal and external clients. • High motivation and ability to work flexibly and independently on a range of assignments, adjusting to and prioritizing across complex evolving tasks. • Excellent interpersonal skills with the ability to work in diverse work environments and function effectively as a member of multi-disciplinary teams. • Proven track record of delivering high-quality outputs while working under pressure and within tight deadlines. • Strong organizational, research, and oral presentation skills. • Willingness and ability to travel extensively to the Pacific Islands Countries. • Excellent and effective command of English in both verbal and written forms. • Field experience in developing countries a plus. 【Duty Location】 Washington, D.C. |
| 応募資格 |
【必須（MUST）】 ・農業工学、灌漑工学、公共政策、水資源工学等の関連分野における修士号以上。・灌漑事業、管理、政策策定等における8年以上の経験（アフリカでの経験有利）。 ・高度な英語力に加えアラビア語、フランス語、ポルトガル語、ロシア語、スペイン語のいずれかの言語ができれば尚可。 ・途上国での現場経験があれば有利。 |
