世界銀行グループは、途上国に資金と知識を提供する世界最大規模の援助機関の一つです。 貧困のない世界を目指して、途上国の経済・社会の発展、生活水準の向上、持続的成長を支援するための国際機関として1944年に設立されました。 現在、170カ国以上の国籍の職員たちが約140カ国で途上国開発のためのインフラ、保健、教育、気候変動、ジェンダーなど、国際協力の幅広い分野を支援しています。 【職務内容】 タスクチームリーダー（TTL）の補佐として、プロジェクトおよびプログラムの進捗管理。プロジェクトの設計・実施段階においては、専門的知見を活かしチームに貢献するとともに、データや各種文書をもとに外部機関等に向けた資料作成。 【募集の背景】 ▪️東アジア・太平洋地域インフラストラクチャー・プラクティス・グループ 世界銀行内のINF PGは、開発途上国および新興経済国におけるインフラ格差解消を支援する持続可能な解決策の開発を担当しています。インフラ分野は世界銀行のポートフォリオの約1,100億ドルを占める。EAP地域は太平洋の小島嶼国からフィリピン、中国に至るまで広大で多様な地域である。著しい経済成長と貧困削減にもかかわらず、EAP地域は巨大な開発課題に直面している。 EAP（東アジア・太平洋）地域は、太平洋の小島嶼国からフィリピン、中国に至るまで広大で多様な地域です。著しい経済成長と貧困削減にもかかわらず、EAP地域は巨大な開発課題に直面しています。成長は国間・国内で不均一であり、制度の強化が依然として必要とされ、ほとんどの国が気候変動の影響を強く受けています。 ▪️都市・レジリエンス・土地グローバルプラクティス 都市化は21世紀を特徴づける現象であり、政府の投資優先順位もこれに伴い変化しています。都市が成長するにつれ、自然災害への曝露度も高まっています。無秩序で計画性のない開発は、成長する都市が直面するリスクをさらに悪化させる可能性があります。土地問題は効果的な都市開発の核心であり、コミュニティ、家族、公共・民間セクターが土地にアクセスする方法、そしてそれらの権利がどのように管理・運営・変更されるかに関わっています。 都市開発と土地管理分野における世界銀行の投資、技術支援、分析業務を支援しています。 ▪️ユニット概要 EAP都市1（IEAU1）ユニットは、インドネシア、東ティモール、タイ、ミャンマー、パプアニューギニア、 および太平洋島嶼国を担当しています。IEAU1は、レジリエントな都市開発・インフラサービス、土地管理、災害リスク管理において豊富な経験を有する、高度な資格と意欲を備えた都市専門家を求めています。開発途上国での実効的な業務経験と世界銀行の業務知識を有することが望ましい。採用候補者は、タスクチームに参加し、進行中のプロジェクトの監督と新規プロジェクトの実施支援、分析・助言活動の準備支援、新規事業機会の開発を担うことが期待されます。 【部署名】 インフラ（都市計画）／東アジア・太平洋地域総局 【勤務地】 スバ（フィジー） ***************************************************************************** 【Title】Junior Professional Officer (Urban) 【Division/VPU】 Infrastructure - EAP Urban 1 Unit (IEAU1)/ Regional Vice Presidency, East Asia & Pacific (EAPVP) 【BACKGROUND】 ▪️Infrastructure Practice Group in the East Asia and the Pacific Region The Junior Professional Officer (JPO) would report to the Practice Manager of the Urban, Resilience and Land (URL) Unit in the Infrastructure (INF) Practice Group (PG) in the East Asia and Pacific (EAP) Region. The INF PG within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. Infrastructure represents around $110 billion of the Bank’s portfolio. EAP is a large and diverse region, ranging from Small Island States of the Pacific to the Philippines and China. Despite substantial economic growth and poverty reduction, the EAP region faces huge development challenges. Growth has been uneven across and within countries, institutions still need strengthening, and most countries are heavily affected by climate change. ▪️Urban, Resilience and Land Global Practice Urbanization is the defining phenomenon of the 21st century and government investment priorities are shifting as a result. As cities grow, so does their exposure to natural disasters. The risk that growing cities face may further be exacerbated by haphazard and unplanned development. Matters of land are core to effective urban development and relate to how communities, families, public and private sector get access to land and how their rights are administered, managed, and altered. URL supports World Bank investments, technical assistance, and analytical work in the fields of urban development and land management. ▪️Unit Context The EAP Urban 1 (IEAU1) unit covers Indonesia, Timor-Leste, Thailand, Myanmar, Papa New Guinea and the Pacific Island Countries. IEAU1 is seeking a highly qualified and motivated Urban Specialist with strong experience in resilient urban development and infrastructure services, land management, and disaster risk management. Demonstrated experience effectively operating in developing countries and knowledge of World Bank operations is preferred. The successful candidate will be expected to participate in task teams to help supervise ongoing projects and deliver new projects, support preparing analytical and advisory activities, and developing new business opportunities. 【DUTIES AND RESPONSIBILITIES】 The Urban Specialist JPO’s responsibilities will include but not be limited to the following: • Support the Task Team Leader in the management and day-to-day supervision of projects/programs, including participating in regular missions, reviewing and tracking the preparation and implementation progress, and assisting project implementation units in monitoring progress and reporting. • Assist task teams in technical design and analytical upstream support to strengthen urban resilience, risk management and integrated spatial approaches in project design and implementation. • Help adapt global good practice to the local context and advise government counterparts and World Bank teams on matters related to green, resilient, and inclusive urban development. • Review and interpret data, screen relevant documents, prepare technical inputs and briefings to management and external agencies, help organize knowledge-sharing or consultation workshops with clients and sector stakeholders. • Provide cross-support on URL-related issues to other sectors and perform other duties and functions as assigned by the Practice Manager, as needed. 【SELECTION CRITERIA】 • Advanced degree (PhD or Master's) in a field relevant to disaster risk management, urban planning, economics, engineering, architecture, and/ or public policy. • At least 3 years of relevant professional experience, preferably in investment and/ or development policy financing in urban development and/ or resilient infrastructure. • Demonstrated skills supporting and/ or co-leading development operations, sector policy dialogue and analytical work. • Strong relationship management skills with internal and external clients. • High motivation and ability to work flexibly and independently on a range of assignments, adjusting to and prioritizing across complex evolving tasks. • Excellent interpersonal skills with the ability to work in diverse work environments and function effectively as a member of multi-disciplinary teams. • Proven track record of delivering high-quality outputs while working under pressure and within tight deadlines. • Strong organizational, research, and oral presentation skills. • Willingness and ability to travel extensively to the Pacific Islands Countries. • Excellent and effective command of English in both verbal and written forms. • Field experience in developing countries a plus. 【Duty Location】 Suva, Fiji |
