仕事内容 【ポジション概要】
当社は兵庫県赤穂市における大規模蓄電池システム（BESS：Battery Energy Storage System）プロジェクトの推進にあたり、現場の安全管理を統括する Site EHS Manager を募集します。
本ポジションでは、プロジェクト初期の造成工事・基礎工事・重機作業といった土木フェーズから、変電設備・高圧電気設備・系統連系・試運転に至る電気フェーズまで、一貫してEHS（Environment, Health & Safety）をリードしていただきます。
土木工事と高圧電気工事の双方に対する安全管理経験を活かし、「無災害・無事故」の現場運営を実現できる方を求めています。

The Site EHS Manager will lead all safety operations for the utility-scale Battery Energy Storage System (BESS) project in Ako. This complex infrastructure project demands a rare dual-expertise: managing high-risk heavy civil works and deep foundation engineering during the initial phases, and seamlessly transitioning to supervise high-voltage (HV) electrical installation, substation integration, and energization phases.
The candidate ensures a zero-incident environment across both engineering disciplines.

【主な業務内容】
1. 土木・基礎インフラ工事における安全管理
*土工・掘削工事の安全監督*
-大規模掘削工事、法面作業、擁壁施工および深掘りトレンチ工事の安全管理
-掘削時の土砂崩壊防止対策（支保工・山留め等）の徹底

*重機および構内交通管理*
-掘削機、杭打機、コンクリートミキサー車などの重機運用管理
-作業員と重機の接触災害防止のための動線計画・交通管理体制の構築

*基礎・構造物工事管理*
-蓄電池設備設置用の杭基礎工事および大規模鉄筋コンクリート基礎施工における安全管理
-構造物施工時のリスクアセスメントおよび是正措置の実施

*重量物搬入・揚重管理*
-バッテリーコンテナ、変圧器、電気設備ユニット据付時の吊り上げ計画の確認・承認
-クレーン作業および玉掛け作業の安全確保

1.Civil Works & Structural Infrastructure Safety

-Oversight of Earthworks & Excavation: Monitor heavy excavation, slope stability, retaining wall construction, and deep trenching.
-Heavy Equipment & Traffic Segregation: Manage heavy machinery and establish foolproof traffic plans.
-Foundation & Structural Civil Works: Supervise structural integrity of deep piling and reinforced concrete pads.
-Heavy Lifting Operations: Review and approve critical rigging and heavy-crane lift plans.

2. 高圧電気設備・試運転フェーズにおける安全管理
*LOTOおよびPTW管理*
-Lock-Out / Tag-Out（LOTO）制度の運用・監査
-PTW（Permit to Work：作業許可制度）の策定および管理

*高圧電気およびアークフラッシュ対策*
-高圧設備・変電設備エリアでの安全距離管理
-適切なPPE（個人保護具）の着用徹底
-アークフラッシュリスクへの対策および教育実施

*BESS特有の安全管理*
-DCバッテリーストリングの残留エネルギー管理
-化学物質曝露リスクへの対応
-熱暴走（Thermal Runaway）防止対策
-設置・試験時の安全管理

*系統連系対応*
-電気主任技術者と連携し、電気事業法および関西電力送配電の要求事項に沿った安全管理を推進
-系統連系および受電・送電試験時の安全統括

2.High-Voltage Electrical & Commissioning Safety

-Lock-Out/Tag-Out (LOTO) Governance: Establish, audit, and strictly enforce LOTO and Permit-to-Work (PTW) systems.
-Arc Flash & High-Voltage Hazards: Enforce PPE compliance, safe approach distances, and boundary controls.
-Battery Specific Hazards: Manage risks associated with DC battery strings (stranded energy, chemical exposure, thermal runaway).
-Utility Integration Liaison: Collaborate closely with the Chief Electrical Engineer (Denki Shunin Gijutsusha).

3. 現場ガバナンスおよび協力会社管理
*EPCコントラクター管理*
-土木工事から電気工事への引継ぎフェーズにおける安全管理
-各施工エリアのリスク管理および引渡し管理

*安全ミーティング運営*
-毎日のKY活動（危険予知活動）およびツールボックスミーティングの実施
-土木・電気双方のリスクに対する安全教育の推進

*緊急対応計画（ERP）*
-緊急時対応計画（Emergency Response Plan）の策定
-定期的な訓練および検証の実施
-以下を含む緊急事態への対応体制構築
土砂崩落事故
重機災害
感電事故
アークフラッシュ事故
リチウムイオン電池火災

*コーポレートHSEガバナンス*
・プロジェクト現場、現地マネジメント、およびグループHSEチーム間の主要な窓口としての機能
・HSEパフォーマンス指標、重大インシデント、ESG関連指標等のタイムリーかつ正確な報告の実施

3.Site Governance & Contractor Management

-EPC Oversight Across Phases: Manage the high-risk transition window from civil to electrical and commissioning teams.
-Lead Joint Safety Initiatives: Conduct daily TKY (Tool Box Talks) addressing civil and electrical hazards.
-Emergency Response Plan: Design and test an agile Site Emergency Response Plan (ERP).
-Corporate HSE Governance: Act as the primary interface between project site, local management, and Group HSE leadership team. Ensure the timely and accurate reporting of HSE performance indicators, significant incidents, near misses, and ESG-related metrics.

応募資格

【必須（MUST）】

【資格】
・第一種衛生管理者資格

【経験】
・EHSまたは安全衛生管理業務経験7年以上
・大規模インフラまたはエネルギープロジェクトにおける現場常駐経験
・EPC施工会社および協力会社の安全管理経験
・日本国内プロジェクトにおける労働安全衛生管理経験

【言語】
・日本語：ネイティブまたは同等レベル
・英語：ビジネスレベル


Mandatory Certification: Licensed Health Officer (Eisei Kanrisha, Type 1).
Minimum 7 years of dedicated site-based EHS experience leading large infrastructure projects.
Proven track record executing projects that combine heavy civil foundations with complex electrical substations.
Proven experience managing diverse civil and electrical EPC subcontractors in Japan.

Native or Bilingual Japanese: Mandatory to manage communication with local equipment operators, electrical technicians, KEPCO, etc.

Business English: Required to deliver comprehensive incident reports and progress metrics to the global executive team.

Highly Desirable Civil/Electrical Credentials: Operations Chief for Excavation Work / Shoring.
Valid Japanese Electrical License (e.g., Electrician Denki Kojishi or knowledge of Denki Shunin Gijutsusha requirements).
Standards Proficiency: Deep familiarity with both Japanese Civil Construction safety laws (Kensetsu Gyouhou) and Electrical Installation standard practices.
