MISSION We are seeking a Development Manager to coordinate the development and execution of all aspects of the development process and associated disciplines necessary to progress and successfully deliver a portfolio of hyperscale data centre development projects within the predetermined time frames, quality standards, and financial parameters outlined in the business case. Reporting to Japan's Development Director, part of the Major Builds Delivery Team in DCS, you will collaborate with a multi-disciplinary professional team to formulate and deliver projects from inception directing due diligence, feasibility studies, conceptual planning, design, procurement, construction, and commissioning through to completion in line with the agreed scope, timescales and budget achieving realization of KPI's defined in the investment thesis, operational excellence and 100% customer satisfaction on completion. You will demonstrate a solid understanding of data centre planning and interdependent disciplines, with the ability to consider the interrelationship of sales, finance, design, commercial, legal and project delivery processes. Your relationship management, negotiation and communication skills combined with technical expertise and experience in the mission-critical data centre industry will enable you to coordinate with agents, brokers, consultancies as well as undertake your own research to identify development opportunities and deliver across the development lifecycle while gaining the confidence of DCS' colleagues, business partners and customers. OUTCOMES Your main activities as Development Manager will be to: ・Undertake detailed feasibility analysis for all development opportunities, proactively reviewing risk, progress and opportunity whilst having a strong commercial mindset, providing input needed for assessment of key metrics such as yield, IRR, payback and net valuation uplift etc., coordinating with internal sales, legal, design, cost and operations teams to maximise potential from the proposed development and be responsible for the coordination and delivery of the project strategy document at the end of the acquisition stage, detailing the planned approach to the project delivery. ・Monitor political, regulatory, and competitive environment and devise near-term and long-term strategic plans. Liaise with local authorities, network and utility providers, identify expansion opportunities on existing and new sites through power upgrades, and continually seeking opportunities across the development programme to maximise opportunity and reduce risk. ・Review the utility and fibre provisions to all sites and commence the quotation and contracting of new utility services to new sites. Manage complex discussions with authorities and utility providers and coordinate with the Global Head of Energy and Sustainability to ensure the most effective, efficient and best commercial return of any utility contract, and full compliance with milestones and completion dates are met. ・Achieve the necessary planning permissions for the development by identifying the requirements, critical path and required partners and contractors/sub consultants required to execute the required applications. Monitor programs for the delivery of design and permitting and ensure that projects remain on program and look to better speed to market and shorten the overall delivery time. ・Work with the commercial and sales teams to document customer requirements in the project brief and define in conjunction with the Design Manager and Project Manager, the appropriate actions to deliver project plans that meet operational, leasing, aesthetic and budget parameters in line with project strategy and original business case. ・Support the Delivery Team in the final design and tendering of the project and the appointment of the general contractor to ensure the original business case and design principles are understood and can be delivered and integrate the design and delivery into the permitting and planning process with key deliverables and time lines. Unique ability to balance creativity with strategic thinking around tactical needs. ・Strong team management, time management and organizational skills, with a proactive focus on problem solving.
