■Direct report to Vice President APAC HSE Lead (Singapore) ■Dotted report to Head of Operation Excellence (Japan) Scope of Role - Operates as deputy for the OE (Operations Excellence) Manager, responsible for the transactional and systemic Health & Safety operations of the business. - Ensure the Health & Safety strategy and programs and the HSE Management System is consistently applied and implemented across the country operations. Primary purpose of the role - To lead the implementation of the APMEA Health & Safety strategy, systems and initiatives in Japan which integrate safety as a core business value. - To develop a culture of HSE vigilance, accountability, ownership, awareness and leadership across the business for the purpose of achieving ‘Goal Zero’ within our business activities. General Accountabilities - Lead Safety performance expectations, goals and standards. - Drive the Regional H&S Strategy implementation throughout country level operations. - Lead the creation of a culture that promotes safe behaviors, leading the implementation of the BBS program. - Coach Country Senior Management Team on effective Safety leadership. - Implement behavioral improvement strategies which result in accountability by all employees. - Lead the Safety Team ensuring that relevant team members perform to a satisfactory level or above. - Lead Site HSE representatives to fully integrate employee and contractor safety as Line Management responsibility. - Continuously improve and drive consistent implementation of the Safety Management System. - Implement and monitor a Contractor Management Safety System. - Ensure the “best practices” in safety approaches, standards and practices within the Company are shared across all sites and that initiatives to implement these practices are put into place. - Ensure that all Project activities, processes and systems are based on best practice OHS approaches and are implemented in accordance with the standards and vision set in the HSE Plan. - Ensure that all Project activities, processes and systems comply with applicable health and safety laws, regulations and statutory obligations. - Implement safe working initiatives and the resolution of safety related issues across operations. - Ensure all Contractors are appropriately assessed and findings are communicated to the Senior Management Team. - Implement safety awareness and risk minimization programs across the Projects. - Undertake HSE system compliance audits in a systemic manner to ensure key risks are adequately identified, assessed and implemented across operations. - Assist key personnel in the management of incident investigations and reporting to senior management. Lead serious incident investigations. Local Accountabilities - Governance of Country H&S standards - Document Control: Definition, ownership and maintenance of all documents within the safety environment. - Editing and Approving of all country specific Safety Processes - Implementation and Training of the Safety Standards - Ensure that all operational processes are implemented within their relevant environments - Control quality document management for all processes implemented - Provide support and guidance to country management with regards to safety process training - Internal Auditing - HSE audits utilizing QA and Safety management in country, All sites and transport - Projects: Actively support risk management process for new start ups |
