We are seeking an experienced program manager to join Workplace Health and Safety （WHS） team. With mindset of new approach toward WHS risk to serve customer experience and business, we are looking for individuals who can apply their knowledge of operations and internal controls to a diverse set of risk areas including compliance, process improvement, technology, legal, finance, and program implementation ＆ management. You will work closely with logistics and transportation businesses to implement field safety activities in operations of Transportation Japan according to global/local standards and relevant local regulations, to achieve specific safety objectives of Delivery Stations （DS） and DSP under supervising by Regional WHS Manager, and form the validation program in a sustainable and scalable way to control the risks under the reasonable level. You will also partner with various other departments like operations, security, facility, vendors, risk management, legal, finance,IT, technologies and compliance teams to optimize that will provide the assurance to the compliance requirement. The chosen person must be an effective communicator. This individual must advise, instruct and train company personnel on WHS policies and procedures, as well as assist the teams in incorporating our Global / local WHS standards at their sites. The WHS Manager works with internal and external partners to maintain and enhance the safety of operations and demonstrate the ability to build trust and confidence with the Operations Team and inspire change through providing comprehensive risk assessments and WHS data analysis.
The WHS Manager is based in Tokyo/Japan, and some domestic and international travel is required.
Responsibilities （but are not limited to）:
Under supervising by Regional WHS Manager, responsibility of WHS Manager are to:
Complete new DS laughing as business needs
Understand of basic data analytical skills and tools such as Tableau, SQL （intermediate to advanced）
Analyze Safety metrics and review incidents in regular base （weekly, monthly, quarterly） and capture incident trends to discover tendency to justify the allocation of appropriate resources to areas where the WHS risk is recognized to Perform WHS data analysis and establish improvement plans.
Proceed business objectives with computer science/engineering/mathematics background. Experience with AI, with a focus on adversarial machine learning and being proficient working in a virtual environment using VMware,Proficient in languages （python, java, etc.）, libraries. Ability to install, configure, and integrate various tools and libraries related to attacks and defenses that would target AI applications
Implement field safety activities like 5S and Teichika, Lean six sigma flow safety, safety reviews for any change in DSs, risk assessment and audit, investigation of incidents, and Global/local WHS standards, policies and practices including but not limited to; trainings, risk assessments, audits, evacuation drills.
Collaborate with other groups within company （Facilities Managers, Human Resources, Hardware Operations, Dangerous goods manager, Environment and Sustainable Managers） and outside vendors （General Contractors, sub－contractors, Emergency Services） as they relate to operations and construction.
Ensure compliance and implementation of global WHS programs and local regulatory legislation.
An in－depth understanding of essential/relevant US and JP regulations, standards legislation and on－road best practice. Development and maintenance of a DOT Driver Management program to ensure compliance with all Federal Motor Carrier Safety Administration （FMSCA） regulations or Japan Ministry of Land, Infrastructure, Transport and Tourism （MLIT） regulations and a commercial motor vehicle （CMV） driver training program to ensure compliance
Develop Safety plans for on－site emergencies, peak safety, cold/heat stress, ergonomics/lean/Kaizen special events and other unique WHS situations.
Provide guidance and oversight to ensure compliance to all applicable our WHS Policies.
Ensure WHS recordkeeping and provide accurate reporting and metrics to support business WHS initiatives.
Develop and implement solutions to eliminate exposure to identified and potential risks and prevent injury.
Detect gaps against published requirements in WHS policies and standards, local regulations. For all deficiencies, identify a plan for the site to implement and mitigate all identified risks related with WHS.
Audit the workplace organization and Associate behaviors to ensure that training, auditing and scoring methods are accurate and consistent.
Ensure site leadership and Associates are trained and knowledgeable of their responsibilities under each policy. Audit the quality, delivery （including qualifications of the trainer）, and effectiveness of all required WHS training.
Review for effectiveness the deployed safety tools and revise to ensure continual improvement.
【必須（MUST）】・BA/BS degree （or equivalent experience）
・Experience designing and implementing WHS policy, processes and procedural documentation
・Transportation, construction, manufacturing, Insurance, pharmaceutical, or similar industry WHS experience with mix of full time employees and third－party contractors
・Considerable knowledge of local WHS and health regulatory law and practices of investigations and workplace WHS
・Business level or better English and Japanese （speaking and writing proficiency） required.

◆Fleet Management Proven Transportation or Supply Chain industry experience, preferably in a similar role, within a high－volume logistics, environment.
◆Understand of basic data analytical skills and tools such as Tableau, SQL （intermediate to advanced）
