Lead the execution of medium to large and moderately complex projects and ensure that all related activities are performed in accordance with policy, contractual
agreements, quality standards, health, safety ＆ environment requirements, financial targets, as well as schedule commitments.
• Project Leadership:
o Leads the project team, establishes the project execution approach and
oversees project hand－over, execution planning, and monitoring and control
activities for both internal and external resources to accomplish all project
• Planning and Scheduling:
o Defines, jointly with Project Controls department, all project plan documents,
including scope and financial plans, schedule and risk management plans.
• Project Execution and Control:
o Ensures that the project follows execution best practices and HAPG policies.
o Effectively monitors and controls project progress and efficient resource
o Monitors project progress and regularly analyzes project critical paths to ensure
all critical path activities and project milestones are progressed to the plan,
notifies Project Director of any deviations or scheduling issues, and implements
actions for optimizing resources.
o Issues progress reports, project updates and productivity data on a regular
o Prepares materials for and delivers project reviews.
o Conducts analysis of plan versus actual project performance under the
supervision of the Project Director.
o Monitors and controls project financials, overseeing project invoicing status,
cost, expenses and cash flow.
o Monitors, controls, and releases requests for invoicing, based on project
o Identifies, qualifies, quantifies and manages project risks, and ensures that all
opportunities are identified and pursued.
o Captures, analyzes and shares lessons learned throughout the project.
o Ensures that the project is formally closed out, as contractually agreed.
o Drives the formal acceptance of the project, contract close－out and its
acknowledgement by the customer.
• Contract, Claims and Procurement Management:
o Ensures that the project consistently applies contract and claims management,
in accordance with policies and contractual agreements.
o Coordinates with Supply Chain Management, and successfully procures all
required services, materials and equipment for the project from external and
o Supports Supply Chain Management in supplier negotiations, claims and project
• Stakeholder Relations:
o Acts as the key contact for the customer and an escalation point for project
o Builds and maintains strong relationships with internal and external
stakeholders and effectively communicates with all stakeholders.
o Monitors and maintains various project registers – e.g. project transmittal
register, issues ＆ actions register, risk and opportunities register, deliverable ＆
quality register, documentation register, etc.
o Effectively communicates appropriate information to project team, customers
and other stakeholders in a timely manner and to achieve desired

o Ensures the project follows and complies with company health, safety, and

the wearing and maintenance of assigned Personal Protective Equipment as

• Knowledge – Minimum Bachelor’s Degree or 7 years’ experience in a similar
role; preferably holds nationally and or internationally recognized project
management training and certifications – e.g. PMI, PRINCE2.
• Skills – Proficient with MS Word and MS Excel; Proficient maintaining
schedules for projects using recognized project scheduling tools; Proficient
organizer; Ability to influence and coordinate stakeholders.
• Experience – 5－10 years in a similar role – e.g. Project Manager, Senior

• Typically accountable for budget and policy recommendations and medium
