仕事内容 Primary objectives:
1. Plans and directs the activities of the Environmental Health & Safety Department within a supply chain environment, to ensure that environmental health and safety risks are kept to a minimum through effective compliance with EHS policies, procedures and legislation.
2. Provide Health, Safety and Environmental training and instruction, assist with the promotion of environmental health & safety policies, procedures & operational practices, to provide advice and assist in environmental health & safety projects within their sphere of competency.
3. Provides leadership, expertise, support, direction, and assistance in facility health & safety matters.
4. Ensures that operating facilities are in compliance with applicable laws and conforming to the corporate Environmental and Safety Management System (ESMS) requirements. Maintain and develop the ESMS ensuring alignment with current legislation, corporate requirements, and ISO 14001.
5. Lead and facilitate a culture of safety consciousness and continuous improvement

Key responsibilities:
1. Keep abreast of EHS regulations and provide regulatory guidance to the sites regarding new or updated regulatory requirements.
2. Lead sites in the development of procedures and training programs for EHS. Ensure appropriate implementation of the environmental and safety management system in conformance with legal requirements and ISO 14001. Conduct regular management reviews with Senior Management team.
3. Develop and amend site EHS policies and procedures as required by business needs and changing legislation
4. Lead EHS management system audits and inspections to ensure the site’s compliance with EHS processes, procedures, and legal compliance register. Identify significant exposures and recommend appropriate actions to senior management for compliance with local regulations and the company policy.
5. Lead and ensure appropriate implementation of internal policies, procedures and systems relating to the Environmental, Health & Safety compliance.
6. Actively prepare sites for EHS regulatory inspections.
7. Investigate accidents, incidents and near misses. Conduct root cause analysis. Coordinate responses to regulatory agencies with the Legal Department, Global EAS, and other departments as necessary.
8. Develop a good relationship that can be a contact point with the Labor Standards Bureau, the fire department, local health office, and the city office manager.
9. Coordinate large-scaled EHS-related capital funding and planning.
10. Work in conjunction with Department Managers to assist in the compilation of Risk Assessments, Safe Systems of Work, policy writing, training and Behaviour-Based Safety programmes.
11. Develop and deliver health and safety training to encourage safe working practices. Direct training activities for EHS, including development of EHS training in multiple formats (classroom, online, webinar, etc.) as needed.
12. Maintain all records – in both paper and electronic format.
13. Undertake monthly reporting on Key EHS metrics as required at both site and corporate levels.
14. Provide any EHS support as required at Department / Corporate level meetings including monthly EHS Committee meeting attendance.
15. Assist in the specification / selection of the onsite work wear, footwear and PPE contract.
16. Control and administer the onsite fire team and fire marshals, devise a programme of fire evacuation drills across the site and carry out the programme.
17. Coordinate Fire Risk Assessments ensuring controls are in place to meet legal requirements.
18. Ensure effective management of hazardous and non-hazardous waste collections from site is in place to meet corporate and legal requirements.
19. Build, develop, and manage a team of EHS staff.
20. Maintain an awareness of new and existing relevant laws, rules and regulations, and takes actions appropriate to ensure timely compliance and communication to appropriate departments.
21. Coordinate occupational health, medical surveillance, and ergonomic program partnership initiatives as required.
22. Provide technical guidance and leadership for the implementation and maintenance of the ISO 14001 program.
23. Ensure close communication with both APAC and Global EAS community
応募資格

【必須(MUST)】

In order to succeed in this position, you will need:

Minimum 8-10 years’ experience in environmental, health & safety in an industrial setting
Bachelor’s Degree in Industrial Technology, Environmental Science, Public Health or Engineering or other Science/Technology with 8-10 years’ experience in the field of Environmental Health Safety.
Japanese (native level) and English (business level)

Appropriate, relevant EHS certifications or experience as defined under the local EHS regulations are preferred, including:
Hazardous Materials Engineer (Class A);
Safety manager;
Fire prevention/disaster prevention manager.
Water-related Pollution Control Manager (Class IV or more);
Health manager
Poisonous and Deleterious Substance Management Officer;
Energy manager.
Fire prevention/disaster prevention manager.
Water-related Pollution Control Manager (Class IV or more);
Health manager
Poisonous and Deleterious Substance Management Officer;
Energy manager.

Specific competencies:
Ability to lead a team of EHS staff to develop and implement legal and ELC required programs and training.
Strong interpersonal skills to persuade, influence, advise and direct employees of all levels on Environmental Health & Safety issues.
Strong working knowledge and experience with ISO 14001 and local Environmental, Health & Safety regulations.
Excellent presentation, technical and written communication skills to ensure legal compliance regarding policies, procedures, training programmes and EHS Management systems. Ability to adjust communication style based on the situation and the audience.
Ability to understand and communicate technical information, legal and ELC environmental and safety requirements to both site staff and key stakeholders.
Handling high volume of correspondence internal and external with a technical content.
Ability to make decisions in an emergency situation to minimise any adverse effects on the company or an individual.
Strong analytical skills, accident investigation, risk analysis - cause - effect, statistical analysis.
Self-motivation, self-management, ingenuity and ability to drive best practice thinking is required. Ability to plan own work schedule.
Frequent contact with senior management, internal and external, consultants and Regulatory bodies.
Good PC skills to manipulate and present data. Fluent in MS Word, Excel, Access and Power Point applications.
Knowledge of ergonomics and industrial hygiene.
Knowledge and experience with behaviour-based safety programs.
Preferably, general knowledge and experience with Pharmaceutical industry or cosmetics industry
Expected travel time: 20%
