世界100カ国にネットワークを持ち、「民間主導の開発」を主導するグローバル機関

新興国開発の主役は今や民間にあります。2015年9月の国連サミットでは、世界193もの国や地域が「国連2030アジェンダ」(2030年までに達成すべき持続可能な開発目標[Sustainable Development Goals]:SDGs)に合意しました。このなかには、貧困や飢餓の根絶、不平等や男女差別との闘い、気候変動への対応など、17の重要な目標が含まれています。そして、これらを達成するためには、少なくとも年間2兆~3兆ドル(約225兆~325兆円)もの投資が必要とされています。

しかし、新興国へ流れている政府開発援助(ODA)は年間わずか1,000億ドル(約11兆円)程度しかなく、それも過去20年間ほとんど増えていません。かたや新興国へ流れ込む民間の直接投資はその10倍近くはあり、さらに、先進国市場に滞留している年金や保険などの民間資金たるや、その10倍は優にあるといわれています。SDGsを達成するためには、この民間の資金を開発資金に向けさせることが重要なのです。

このような現状にあって、IFCには、SDGs達成に向けて民間資金を動員させるという明白な使命があります。世界銀行グループの一翼を担うIFCは、新興国の民間部門への投融資に特化し、世界約100カ国にネットワークを持つ世界最大規模の国際金融機関です。世界中の国や地域、あらゆる人種や国籍によって構成された総勢3,860名の職員は、その半数以上が本部ワシントン以外の新興国で活躍。資金調達をはじめ投資銀行業務を担いながら、「貧困の根絶」と「繁栄の共有」というSDGsが目指す究極の目標達成を見据えた地道な活動を進めています。

私は、総合商社のプラント営業部に3年、外資系の投資銀行に7年在籍したのち、2012年1月にIFCのワシントン本部に入社しました。

IFCというフィールドに関心を持つきっかけとなったのは、前職で担当したM&A案件でした。分析していた対象会社のアフリカ事業部門が、他の地域部門と異なり2桁成長率を毎年たたき出していたのです。2008年の金融危機の影響が色濃く残っていた先進国と比べ、成長スピードのあまりの違いに衝撃を受けました。そこからさまざまな書籍を読み、独自にリサーチした結果、IFCのような多国籍機関で利益と開発効果を同時に追求する組織があることを知りました。強く興味を引かれ、それまでの投資業務経験を生かしてIFCの持つ知見を学びたいと門をたたきました。

入社後はワシントン本部での5年間の勤務を経て、2017年よりヨハネスブルグ事務所に赴任。現在、アフリカの農業・食品企業向けの投融資業務を担当しています。直近で担当した案件には、エチオピアのバラ園向け融資案件、南アフリカの消費財メーカー向け転換型ローン案件、西アフリカの食品企業買収の共同出資案件などがあります。

これらの案件の発掘から最終的な契約書締結に至るまでの日々の業務においては、財務モデル分析、投資委員会資料の作成、契約書作成など、投資銀行で培ったコーポレート・ファイナンス業務がそのまま活用されています。また、多国籍機関であるIFCならではの多方面での折衝・調整に関しては、商社勤務時代に培ったノウハウが生かされていると実感します。一方、入社してからは「ESG(環境:Environment 社会:Social ガバナンス:Governance)」面での案件精査に、何が必要なのか、勘所を押さえる力を鍛えられています。
